Concept of family policy as a main cluster for social development

It is well-known that modern Russian society is a part of a rapidly changing and complicating world. Social and economic transformations, economic instability, increasing of uncertainty and social risks influence demography and family status in general. Family as a social institution undergoes substantial changes, marriage and birth rate types are transformed, parents’ roles and functions are changed. Social requirements to upbringing and socialization of children, personality competence in various social spheres increase. In these conditions effective family policy acquires an important role. This policy includes complex regulatory and legal, organizing-administrative, human resources, financial-economical and informative measures. These measures are aimed at support of family institution resistance a s a factor for stability and social resistance in whole. Family is the basis for development and preservation of the nation, people’s moral and financial prosperity, social institution for birth and upbringing of children, support in old age and poor health. Family is an absolute value in the life of every person. It was and is natural surroundings for development and prosperity of all its members, especially children. It is the most fully satisfying needs of people form of social life organization.

Atomic-emission spectral analysis with the microwave plasma radiation excitation

The methods of qualitative atomic-emission analysis carried out by means of a spectrometer Agilent 4100 MP AES with a probe ionization in the microwave plasma are covered in the article.  The examples of the limits of element discoveries by this method and the methods exact data are given.  The results of comparing qualitative analysis and mineral substances for different elements by means of atomic-emission analysis with microwave plasma and other spectral methods are viewed in the present article.

Complex of spectral methods for a quantity chemical analysis of the mineral substances

The examination of mineral substances in the laboratory of X-ray and spectral analysis of NECSRI FEDRAS is carried out with the methods of anomic emission spectral analysis, atomic and absorption analysis and X-ray and other analysis. The quantitative definitions of the contents of chemical elements are carried out in general by the methods which were created in the laboratory.  If to take into account the metrological characteristics, these methods meet the requirements for the preciseness of the quantitative definitions of the substances with chemical elements in the geological and geo-chemical researches.  In general, the complex of the methods used at the Institute is a very reliable source of information of the chemical composition for the mineral substance research.

Innovation development of Russia regions industry: problems and prospects

Nowadays globalization of the world’s economics leads to increase of irregularity of some countries development, complication and toughening of competitiveness between market parties. Eventually globalization specifies main trends and natural laws for changes at macro-, meso and microeconomic levels. The main vector for modernization of the Russian economics is, undoubtedly, its innovative development. Special conditions are needed for the realization of such development. First of all these are macroeconomic conditions and readiness of management agents for innovations. But capital investment share of Russia, regions and companies into innovative development is too small as compared to leading countries and companies of the world. Various activities of the state can promote solution of this problem. Among them are: stimulation of investments into innovative development, organization of national corporations and holdings (what is extremely important after Russia’s joining WTO), restructuration of many large-scale businesses on conditions of outsourcing, realization of cluster approach to the development of industry in the regions, perfection of legislative and regulatory basis of economics, development of national social  assets.

Geographical potential of Magadan airfield complex as a resource for regional and global economic development

Only natural economy can exist without improving transport infrastructure. The development and investment attractiveness of the Magadan region with its primarily raw material economy has been restricted not only by its land but also but its air transportation ways. But due to its very favorable geographic position which it does not use the Magadan region does not also use its air way potential either.  Magadan is situated at the crossroads of the shortest airways connecting America with Southern and Eastern Asia, Australia and New Zealand with Europe and Oceania with Middle East and Southern Africa with a total number of population in these regions more than 2/3 of the whole planet’s population. The realization of this potential can give an impulse not only to the development of the regional but also to the global economy.

Correlation of constitutional rights and duties of the Russian Federation citizen in present days

Actual issues of the basis for the Russian Federation citizens’ rights are viewed within Russian legal norms formed in Russian in the current historical and nomothetic period. The author studies bases for legal status of citizens, which include: rights, liberties and duties supported by the state legislation as well as official guarantees for their realization. Social structure of every state includes civil and political societies. In political, state-organized society just citizens of this state have equal rights. Foreign citizens and people without citizenship can be limited in realization of such rights and liberties. As a rule these peculiarities find their support in the very contents of constitutional norms for rights and liberties. This research can be used in work of police, justice, migration department, bar members and legislative authorities.

The results of social experiment on the formation of the actions with the full functional unity of the pupils of the city of Magadan

The article is devoted to the description of the results of the formational experiment which was carried out in the 8th-9th classes in two Magadan cities. The statistical more important and higher results of the pupils progress in Mathematics are given as the quantitative characteristics of the experiment’s success. The pupils’ more positive attitude to studies was observed in the group of the experiment than in the control one.  The qualitative results of the experimental group students’ meet the standards of the second edition in comparison with taking into the account the development of the individual approach and is explained by the usage of one of the activities’ theory of education, which is the theory of the step-by-step formation of the intellectual development by P. Y. Galperina.

Regularities in allocation of earthquakes’ hypocenters within seismically active and passive territories of the North-East of Russia

The results of connection research of allocation of earthquakes’ hypocenters and hypogene structures for territories with various seismic activity are given. These territories are: active south-east part of Ayan-Yuryakhskiysinclinorium and passive south-west part of Omolon massif. The research is conducted using quantitative method by means of new interpretational gravimetry. Some definite regularities in allocation of earthquakes’ hypocenters in various types of Earth crust are stated.

The density stratification in the boundary of the Earth's crust south of the junction between the Ayan-Yuryakhskoye Anticlinorium and Inyali-Debinskogo Synclinorium

The main aim of this research is to define the boundaries of the relief density stratification in the Earth's crust study sites.  The methods of the new interpretative gravity are used in the present research. Interpretation of the results showed that a density within the boundary areas in Ayan-Yuryakhskoye anktiklinoriya installed is at depths of 9-22 km, and within the areas Inyali-Debinskogo Synclinorium - at depths of 12-42 km.  The Zone relief lowering the density stratification boundaries coincide with zones of faults that appear on the geological and tectonic maps, and the geo-electric sections. The results of the interpretation of the anomalies of the gravity field are given in the first approximation and they do not contradict the MTZ.

The article emphasizes the primacy of the strategic goal-setting, its priority in relation to the objectives of lower levels of a government to achieve system-wide goals. The evidence of economic benefits of the stated approach to managing the development of regional economies is given.

The problems of increasing the effectiveness of innovation in the region on the basis of the intellectual property market

The article deals with modern methodical approaches of evaluating the innovative development of the regions. On the basis of statistical data the results innovative activities in the Magadan region in 2009-2012 are analyzed, using the factors and criteria that influence the development of the regional economy. We estimate the innovation potential and the need for innovation and technology infrastructure from the point of view of building an innovative economy based on intellectual capital by engaging in the commercialization of intellectual property. The article identifies the problems of the innovation strategy of Russia stated in the Magadan region and defines the priority actions of public authorities, scientific and business communities as a basis for a program of growth of innovation. The instruments for the innovative politics in creating the conditions of the development of the market of intellectual property.

State, prospects and methodology of exogenous gold-bearing resources assessment in the North-East of Asia 

Various combinations of geological and paleographic factors in the region show that Cainozoic exogenous gold-bearing was and is dominant here. Three main categories of gold-placer mine are singled out: anthropogenic, sheeted, non-traditional. General criterion for this division is difference in gold granules type and therefore various peculiarities in structure and circulation. Resources for the first two categories are comparable by size and partially by circulation but a bit different by time of development. The third category is quite different. Methods for assessment of amount, circulation  have different details but one general principle of analyzing the processes of formation of each category of gold-placer mine.

The possible ways of solving the territorial dispute.

The cultures of Scots pine (Pinus sylvestris L.) in the vicinity of Magadan city

Pine forests of Pinus sylvestris L. presented in the Magadan region are  exclusively planted in 1950-1980-ies. The Pine grove in the village Snow Valley was founded in 1958.  Up to the present date phytocoenosis high performance and complex structure has been formed.  Experiencing difficulties related to climatic conditions and approaching the threshold of middle-aged forest stands this tree can be lost due to excessive recreational load and barbaric attitude.  We need to take urgent actions to save and prolong the existence of the pine grove.

Evensky folkloreas a historical source

The article is devoted to the analysis of the folklore as the specific type of the historical source. The historians studying the earliest stages of life of a people consider the sources of historical knowledge as an important problem.  To fill the gaps in knowledge is possible by using  specific sources - a variety of folkloric genres that appeal to be justified.  Up to the early twentieth century Evensky folklore belonging to the Tungus-Manchurian group of peoples of the North-East existed in the form of floating material.  In the first quarter of the twentieth century collecting and research activities began. In this connection the usage as an additional source of historical Evenky folklore can be considered quite fruitful.

Regional center “Gifted kids” was organized in 2011 on the basis of the Department of Education of Administration of the Magadan region and the North-Eastern State University. NESU is the oldest university in the Far North, it has great experience in work with gifted youth based on close cooperation with the leading universities of the Russian Federation. Nowadays the system of work with gifted schoolchildren of the Magadan region includes such forms as year-round school “Intellect” at the university, summer and autumn (Heritage of the region) profile shifts at health-improving camp “Severniy Artek”, trainings for preparation of schoolchildren to the regional tour of the All-Russian scientific contest, scientific conference of schoolchildren, distance school and individual classes.

North-East part of the Russian Empire in the 19th century.: peculiarities of the legal regime of the territory

In national historical and legal science there is no unified approach to the assessment of the nature, content, features, outcomes and impacts of public policy of the Russian Empire on its boarders, including the North-East.  To address these issues is not only an interesting theoretical, but practical task, which can allow to determine the most effective methods of realization of the modern federal policy toward the region, to avoid errors were identified by historical experience. Many elements of the legal provision of this policy of the Russian Empire in the north-east in the XIX century show a high degree of continuity, regardless of the specific form of the Russian state and can be used as a basis for improvement of the current legislation.

The article examines the influence of market reforms on the social sphere of the Krasnoyarsk region in the period of 1988 to the beginning of the 21st century. The analysis of quantitative and qualitative changes in the economic potential of the Krasnoyarsk region in this period.  The articles also discusses the effect of these changes on the economic situation in the region, through the process of social transformation. Looking at the example of the Krasnoyarsk territory it is quite possible to get an idea of the social and economic development of the Russian Federation as this territory precisely repeats the processes that are taking place here on the basic parameters of the all-Russian.

In the present article an attempt was made to analyze in terms of the legal theoretical and legal content of certain regulatory and legal acts adopted by the representative and executive bodies of the Magadan region to determine their compliance with the fundamental legal doctrines of modern times.  In addition, the author of the article tries to define and identify the basic elements and features of the Russian legal system, formulated in the concept of legal doctrine and derive its main features. The report also provides characteristics of a normative and legal act as a basic form of law in modern Russia.

The author of the article considers the problem of allocation, characteristics, define the criteria of age and distribution territory Early Neolithic culture in Northeast Asia an urgent problem archeology of the area.  The basis for the allocation of Early Neolithic cultures in Chukotka, Kolyma is a scheme designed to Neolithic cultures of Yakutia, the early Neolithic which presents syalahskoy culture.  However, at this time, not all of the criteria of syalahskoy culture fully comply with existing materials.  In Kamchatka, for example, the materials of this culture are not available. The above materials allow us to speak about a certain peculiarity in the development of the Northern Far East since the early Neolithic period.

Gold mining industry development in Chukotka: 1957-1965

During the period of Dalstroi mining Chukotka specialized in the production of tin and tungsten.  In Chukotka since the first half of the 1950’s the geologists began to open large gold deposits that played a very important role to bring the gold mining industry of the North-East of the crisis in the second half of the 1950’s. In the sovnarhozny period gold mining in the Chukotka region increased from 24 kg in 1957's to 21 tons in 1965, the number of gold mines increased from one to nine. On the territory of Bilibinskii, Chaun, Schmidt and Anadyr areas new companies  emerged, and at this period i most of the major deposits were put into production.

The analysis of seismic activity with the faults in the south-eastern flank of the seismic belt Chersky (the Magadan region)

The article presents the results of quantitative analysis of spatial association with a network of earthquake relief-faults in the southeastern part of the seismic zone Chersky.  The analysis is based on a comparison of indicators of seismic activity with the characteristics of the neotectonic fragmentation of the crust.  The identified neotectonic zoning of the fault is expressed in the distribution of areas with low, medium and high values of specific length and the specific amount of faults - slightly dislocated (hard) blocks intensively deployed (mobile) units and border zones - with the average values of these indicators.  The article stresses that the greatest seismic hazards are at the border areas with average values of tectonic fragmentation.

Social and psychological factors of migration intentions of women of Magadan region, their dynamics for the few past decades

The article is devoted to the research of migration intentions of women of the Magadan region based on the research conducted in 2001-2010 year. The conducted research shows that migration intentions of women in the Magadan region is essentially determined by the social and psychological factors (inter-individual relations at the present place of living or at the place of future residence). The influence of these factors have increased greatly for the last few decades.  The research has also shown the presence of some kind of asymmetry: the level of psychological stability of the women with migration intentions has been increasing lately, while the emotional support from their relatives has been increasing too. The women with no migration intentions are less stress resistant and are rarely given the support to stay at the present place of their residence.

The new materials of Evenki people’s semantics of ornament are presented in this paper for the first time. The results are received in the archaic syncretism of people’s expression of feelings and thoughts. These results were gathered questioning the Ingenious people of the Magadan region. A great variety of a complex of semantic forms of the ornamental pictures is observed. This art serves a practical universal language for the description of the life’s events.  The question of ornaments’ creativity is not less important, as it reflects the motor presentation of reality.  Geometric transformations, summarization and stylization of real objects is the means of the artistic comprehension of the environment and the world.

Research of the resonance notion by means of simulator EWB 5.2 allows not only to repeat results of full-scale experiments but also broaden the experiment considerably as it is possible to change not only inductivity of coil but also condenser capacity, coil resistance and, what is more, source frequency. Original methods for studies of resonance notion in alternating-current circuits, its research by means of EWB 5.2 and simultaneous presentation of the results in a form of graphic plots in Exel are suggested.

The essence of the ethnical transformations in the sphere of reindeers’ breeding is viewed by us as the result of the modernizing influence from the state structures when the lifestyle of the indigenous people was transformed greatly.  These changes dealt with the adaptation to the challenges of the time.  It should be stressed that the character of the adaptation of different ethnos groups ethnos local groups. The analysis of the conditions in the chosen area gives a good chance to observe this situation. The North-Evensky region of the Magadan region is unique in the way that two ethnos groups live and work on its territory and they exemplify two major types  of the reindeer breeding in the North-Eastern part of the Russian Federation. They represent tunguzsky and paleoasian types of reindeer breeding.

The research of the archeological group of North-Eastern State University in 2012 (North-West Bering Sea)

The article introduces the material of archeological trip results and research conducted in the zone of planned economic development in the valley of the rivers Amaam and Arinay, the lagoons of Amaam and Arinay.  The complex houses the researched populations Arinay 1: characteristic bone tools, ornaments, stone implements, and the type of housing, can be attributed to the settlement of Lahti culture.  The resulting materials complemented the description of Lahti culture.  Of particular interest are such findings as metal, iron and bronze, as well as beads.  Pre-dwelling complex can be dated 500 - 100 thousand l. n.

Analysis of the ethics of students of higher education institutions

The harmonization of domestic and international relations involves the participation of young people in the exchange of experience, as well as their knowledge of the rules of business communication.  In Ugra State University (Khanty-Mansiysk) during the 2012/2013 school year, there was started a project “We - for goodwill in the community”.  At the first stage, students were questioned. At the second stage of the project the university students  voted for the religious beliefs of the relationship between the individual and a society. As a result, the Code of Ethics was adopted by the students and a series of activities were held to raise ethical level students’ competence.

Archeology and archeological practice in the system of historical education of the North-Eastern State University (Russia) and foreign universities (the USA, Canada, Germany)

Archeology is a compulsory subject in the curriculum for students and post-graduates whose major is history. Nowadays at Russian and German universities there are two consecutive stages of requirements to archeology knowledge: general for all students of history faculties and thorough knowledge for those who decided to become a professional archeologist (two theses and academic degrees). In the USA and Canada there are three levels of preparation after which bachelors perform diggings and initial fieldwork, masters conduct field research as a workers of protection of cultural heritage service, work at museums. One should have Ph. D. to lecture at the university, to work as a scientist at the museum and in government service.

Ethnic and religious characteristics of the North-East

An essential feature of the identity of the residents of the North-East is its multi-dimensionality, the possibility of combining in it civil, religious, political and ethnic identity.  The search for identity at the present stage of development of the North-East is becoming an important factor for the implementation of the national strategy. The identity which is being folded in real space, there is also a factor of political reality, consisting of a complex web of multiple components that must be considered in the long-term policy for the region.  The problem of identity has attracted the attention not only of scientists lately. This interest is not accidental - the need for self-identification is a particularly characteristic of the man during the period of break-up of public relations, instability, destruction of the old and the formation of a new ideology.

Fluctuations of biological parameters of Pollack’s inhabiting the North part of the Okhotsk sea depending on its food intake activity

According to the data obtained in November-December 2012 the changes in biological parameters of Pollack inhabiting the North part of the Okhotsk sea depending on its food intake activity are shown. These two types of Pollack (eating and non-eating) differ in the mass of gonads, gonad somatic index, length and mass of body. Amphipods, evfauzides and copepods prevailed in the food.

Problems of geological survey of mining enterprises in Magadan and North-East

In conditions of reformation of the system of the USSR industry management (1957-1965) within the process of Dalstroy transformation into Magadan NEC (later the North-Eastern NEC) the geological survey system of the former Dalstroy has been reorganized more than once. The changes were made in its administration structure, limits of responsibility and sphere of activity. Geological survey activity of enterprises of the North-Eastern National Economy Council in conditions of the reformation of the industry management system of the USSR in 1957-1965 is analyzed. The problems which the geological survey system faced in 1957-1965 are studied.

Where Cultural Competency Begins: Assessing Intercultural Competence of University Students

There is an acknowledged need for intercultural knowledge, skills, and abilities, as well as a growing focus and interest in higher education as a vehicle to assure that teaching professionalsachieve intercultural competence (NCATE, 2008). This studyinvestigatedthe entry-level cultural orientations of students in a general education course. This research, based on the Developmental Model of Intercultural Sensitivity (DMIS) (Bennett, 1986) [see Figure 1], used version 3 of the Intercultural Development Inventory®(Hammer, 2009a; Hammer, 2011) to assess the students’ orientations toward persons from cultures other than their own. Data were analyzed to identify the cultural orientation of each student among five orientations generated by the IDI. Results indicated that, in the early years of their academic programs, university students minimized cultural differences. This baseline data will be used by the university to plan interventions at levels appropriate to students’ beginning orientations. The university will also use resultsto evaluate effectiveness ofinstruction to promote intercultural competence, particularly in teacher preparation programs, and to move students into more intercultural/global (ethno-relative) worldviews. Where are oilfields and natural gas fields in the North of the Okhotsk sea shelf situated

Oil exploration on the shelf of the northern part of the Okhotsk sea has been held for more than 40 years. It included regional seismic exploration for petroleum by means of back waves (MBW). By its results the Okhotsk sea caving was singled out. It was filled with stratified sediments with their maximum of more than 12 km.  At the next stage a number of local structures were singled out and prepared for deep preliminary drilling by means of MBW and by a more precise method of a common depth point (MCDP). Nowadays there are 5 boreholes with depths more than 3 km on the territory of the caving and adjoining it West-Kamchatka shelf. All of them were stopped after passing through the same sedimental layer forming the upper stratum of the structure. Carbohydrates were found in none of the boreholes, nor even reservoirs for their concentrations were discovered. According to the results of drilling “Rosneft” should concentrate on search of oilfields and natural gas fields in the underlying  layers, on the periphery of base protuberance where in the process of erosion formation of pebbles and sands is inevitable. And there in their intergrain airspace hydrocarbon deposits must be concentrated.

Assessment of danger and reducing of ecological risk of drilling platforms exploitation in conditions of earthquakes of Near Magadan shelf

Along the North shore of the Okhotsk sea including dry land and shelf from the West to the East, zone of high seismicity is found at the extent of 1200 km and width up to 200 km. A number of historical earthquakes is known to occur there. More than 1200 events were registered by tools after 1968 and their epicenters were detected. Research of nature, tectonics, geodynamics of this zone shows that earthquakes are connected with the independent North-Okhotsk seismic zone, which is situated on the border of North-Okhotsk and Pacific lithospheric plates and the Okhotsk sea plate. Assessment of danger including tsunami under the strongest potential earthquakes of shelf on drilling platforms, seaside settlements and Magadan is performed. It is made considering the total of quantity parameters of seismic zone on the basis of retrospective analysis of earthquakes including historical facts. The research of seismicity of the North-Okhotsk seismic zone should be continued in cooperation with the Association of Japanese universities and SRI of RAS concerned with the Okhotsk sea region earthquakes research.

Changeability of microsatellite loci in the population of Clupea pallasii

Data concerning the changeability of alleles of microsatellite loci in the population of Clupea pallasii within the natural habitat from the Okhotsk sea in NEPO to the White sea in NEO  are given for the first time. Average number of alleles in various loci varied greatly: from 6 in (Cpa110) to 35 in (Cpa7). The least of expected heterozygosis was found in selection from the Kars sea (HЕ = 0.710), the most of the expected in the selection from the Okhotsk sea (HЕ = 0.837).

Modeling of processes of information exchange in automated systems

Information exchange of subjects of automated systems provide circulation data flow between connected devices. Results of archeological relics research on the flooded area of Kolyma Ust-Srednekansk hydro-power in the Magadan region

Examination of reservoirs’ territories of Kolyma and Ust-Srednekansk hydro-power showed richness of these parts of the river Kolyma valley in archeological relics. In the flooded zone of Kolyma hydro-power on the sites Siberdik, Kongo Siberdik culture is singled out (Dikov, 1979). Materials of Uolbinsk culture are obtained from the sites ING-78, Kongo-78 (Slobodin, 1999). On the site Agrobaza IV antique ceramics dated 5 thousand years is found (Slobodin, 2001). The sites of early (Solnechnaya), middle (Migai, Nemichan) and late (Zapyataya) late Stone Age and the epoch of early metals are revealed in the flooded zone of Ust-Srednekansk hydro-power. The relics found here broaden our knowledge on the ancient history of the Magadan region and determine originality of Kolyma cultures.

Recent discoveries determine further direction in research of the initial periods of the North-East of Asia occupation by humans, connected with various anthropogenic generations. Studies of “pebble” complexes of the Priokhotiye territory allows to think of occurrence of people here in middle paleolith  (Vorobei, 2012). Data of Yana site in the Primorskaya lowland clearly show occupation of the North-East no later than the end of kargin inter stage (Pitulko and others, 2012). Middle stage of late paleolith is marked by Haya IV site complex (Slobodin, 2005). Micro- lamellate complexes appear no later than 15 thousand years BC (Slobodin, 2011). At the end of Pleistocene Early Ushakov’s (Dikov, 1993) and Uptar’ (Slobodin, 1999) industries develop there.

On the biodiversity and stability of the region landscapes of Ust-Srednekan hydro power

For the territory of the hyper power East-Siberian type of vertical zone of cryozem gley soil, undercuts and primitive detritus soil and high degree of species diversity of vegetative assemblages is characteristic. Great variety of soil-vegetation complexes (SVC) appears depending on the exposition and steepness of slopes. Mountain-tundra and cedar-mountain pine assemblages are widely spread here. At low hypsometrical levels cedar and alder elfin border with mountain larch forest forming shrub tier. Willow-poplar – larch, poplar-chosenia and larch-chosenia forests are typical in conditions of heightened warmth provision at the floodplain parts of the river Kolyma. In the floodplain complexes not less than four species included into the Red book of the Magadan region are found. In conditions of permafrost SVC are very unstable, can easily move away from their balance under external action.

Determination of the composition and structure of the magnetic minerals from the sediments of Lake El'gygytgyn using a software package ESPRIT QUANTAX

A geographical location and age of the lake El’gygytgyn make it a unique object for the study of paleoclimate. At present the concentration of iron-bearing minerals in the sediments determined by the magnetic susceptibility, that helps to judge about the the alternation of cold and warm climatic periods. Some iron sulphides such as pyrite, marcasite, greigite widely distributed in the sediments of various genesis, including the lake ones. Almost every of the found particles in the sediments of the magnetic is unique in its composition information because it carries the information about the conditions in which it was conducted over many millions of years of his life. Microprobe studies should allow to say what happened to the magnetic particles.

Nowadays ecological situation in the world is constantly getting worse. One of the major sources of pollution is ash and slag –result of heat station work. It has been proved that this waste can be used as a supplement for concrete. The main purpose of the research is to study the effect of ash-and-slag waste of the Magadan heat station on the quality of high-density concrete and rationality of implementing the technology of ash-and-slag waste supplement on an industrial scale. It was stated that ash-and-slag waste raises compressive resistance of concrete. Now characteristics of ash and slag and their effect on other properties of concrete are being studied.

Methodological bases for assessment of resistance of the Far North-East soil-vegetative complexes to anthropogenic influence

Originality of nature sources of the territory specifies huge variety of violation mechanisms of soil-vegetative complexes (SVC), mainly such as cryoturbation, cryo solifluction, thermokarst, thermoerosion which are reinforced under external stress. Soil- logical assessment of territory landscapes’ dynamics is performed on the basis of soil properties record, climatic parameters and structure of vegetation cover of the territory. Under the expert-prognostic assessment of SVC resistance five main factors were taken into consideration: 1 – granulometric composition; 2 – presence or absence of permafrost; 3- climatic parameters; 4 – stock, structure, size of phytomass; 5 – genetic peculiarities of soil. Seven groups of SVC of the territory were singled out according to degree of resistance to various types of external action and type of development of dynamic processes in them.

Regional and municipal administration of education, teachers from educational establishments of Magadan and the Magadan region, scientists from the North-Eastern State University, priests from Magadan and Sinegoriye eparchy of the Russian Orthodox Church of Moscow Patriarchy are convinced that Russia will not revive in case moral and spiritual values are not assumed as a basis for education and upbringing of the new generation.

Usage of active forms of training in teaching the discipline “Pre-school pedagogics”

Modern concept of pre-school education puts new requirements to the curriculum and methodology of students’ education, revision of connection between theory and practice, variants of independent work of students. Introduction of case-method into teaching of the discipline enables development of it. In pedagogics case is a description of a real-life situation and a method of situation analysis. Characteristic peculiarity of case-method is creation of a problematic situation on the basis of real-life facts. Case-method of education includes: discussion, bank of cases, methodic recommendations, questions for discussion, didactic materials. Completed cases can be in different forms: printed, video, audio, multimedia, oral answers. While using case-methods students learn to make crosswords, chain words, cryptograms.

The role of the regional component in the system of vocational education

Within the discussion of the problems of conceptual foundations and experience in the implementation of regional development programs, the results of innovation, research and educational projects aimed at improving and harmonizing within Russian relations in the social and cultural field have become relevant as for the inclusion of the regional dimension in the education system.  The article mainly deals with the question of the importance of the regional component in the system of liberal education in the Kamchatka Teachers’ Training College. The subject of a regional component in the literary and linguistic education is examined. The paper presents the results of this work and the perspectives of this kind of activities. The introduction of a regional component in the overall system of secondary vocational education is very actual. This is especially true about teaching at the institution where future teachers are being taught.

The character of language, translation and culture interconnection has not been completely specified. Linguistic studies of last decades are characterized by cultural turn. It allows further studies of the problems of literary translation theory as a specific form of intercultural communication and revelation of important characteristics of original and its translations interaction in the aspect of culturological specificity of source text and target text.
Some existing approaches to definition of specificity of interconnection of literary translation and culture in works by foreign linguists, translators and specialists in intercultural communication are systematized.

Literary translation and globalization of intercultural sphere

Any literary text, written in any language is potentially polylingual because any text can be translated into any other language. Plurality of translation: one literary work is translated into many languages and becomes a literary and cultural heritage of readers on all continents, is consequence of the original potential for translation into various languages. Relatively simultaneous translation of this or that original into many languages and its publication in various countries leads to globalization of interliterary and intercultural space.
Some peculiarities of the process of globalization on the material of the practicology of literary translation are being analyzed.

Artistic reflection of the problem of Paleo Asian and European cultures’ interconnection in A.V. Miftahutdinov’s narrative “Top secret file of a whale”

It is shown that social-everyday life narrative “Top secret file of a whale” (1973–1974) by A. V. Miftahutdinov is one of the outstanding written works of the North-Eastern region where the problem of Paleo Asian and European cultures’ interconnection is stated. The theme of frontier is described in the narrative. The author gives information about the way of life in Provideniye settlement. It is the place where fates of people with different nationalities and world-views contacted and intertwined, a special type of human relationships was generated. The narrative is written in traditions of humorous carnival culture which allows reflecting the stated problem more systematically.

The main aim of modernization of the higher professional education system is raising the quality of educational process. The essence of the new paradigm of education is in moving from acquiring definite volumes of information accumulated in the process of studying some subject to mastering the methods of getting new knowledge and ability to study independently. It also includes mastering the ways of work with various sources of information and formation of independent critical approach but not productive type of thinking on this basis. There arises a task of formation of such personality which can select the necessary information, systematize and acquire it at high level, represent it in intelligible form for everyone, show understanding of the information, make conclusions and decisions, be ready to knowledge update.
In this connection formation of information competence of students is of great importance.

The processes of globalization and the entry of Russia into the World Trade Organization, increased competition both internationally and regionally and determined the need to assess and identify areas for strengthening the competitive position of the Saratov region in particular and Russia in general.An attempt was made to evaluate the competitiveness of the Saratov region and directions to improve it in terms of Russia's entry to the WTO.  The proposed directions, such as the development of infrastructure (resumption of the project Ozinki-Taskala, construction of the new airport), are highly relevant for the Saratov region, which has been confirmed by the recent economic calculations.
